'Normal' short interest is low single digits %. Higher short interest is above high. Get into double digits, and I think of it as very high. (That's how I personally think of short interest; opinions may differ.)
Low float depends on the price. A higher price means the threshold for a 'low' float is higher, too. With penny stocks, 10-20 million is typically considered low float. That's higher for higher-priced stocks.
